One Piece Starter Decks: List of All 36

One Piece Starter Decks are a great way to jump into the game, even if you’ve never played before. Even more experienced One Piece player enjoy these, as they often come with useful and powerful cards. In today’s article, you’ll be able to find all currently released, as well as upcoming Starter Decks.

For each one, we’ll highlight its leader, and share some information about the deck. This way, you’ll easily decide which one you want.

Upcoming One Piece Starter Decks

So far we know a bit about 6 upcoming Starter decks. ST31 – ST36 are coming on July 11, 2026. This will be a large release, with each color getting its own deck. Here’s which leader you can expect in each deck:

• ST-31 (red, Monkey D. Luffy)
• ST-32 (green, Roronoa Zoro)
• ST-33 (blue, Kuzan)
• ST-34 (purple, Charlotte Katakuri)
• ST-35 (black, Sabo)
• ST-36 (yellow, Eustass Kid)

Currently, that’s pretty much we know about them, so we won’t dwell on them, but rather move to the ones that we know the full decklists of.

ST30 – Ace & Luffy

• Release Date: June 6, 2026
• Colors: red, green
• Leader: Ace & Luffy

This is an EX deck, which means that all cards in the deck are new and fairly useful. Plus, being able to access both Straw Hats and Whitebeard Pirates is pretty cool.

If you’re looking for a deck that’s powerful, this is a great option. Although, it’s still a while before it’s actually released. If you don’t want to wait until June, you better pick something else.

ST29 – Egghead

• Release Date: January 16, 2026
• Colors: yellow
• Leader: Monkey D. Luffy

This deck is pretty fun and straightforward, and hence a good choice for newbies. There aren’t many horrible cards in the deck, which always feels nice.

However, your leader does feel a bit vanilla, and your game plan feels heavily dependent on the random factor. If you don’t mind that, this deck can be a fine pickup.

ST28 – Yamato

• Release Date: June 6, 2025
• Colors: green, yellow
• Leader: Yamato

It’s always welcome to see One Piece Starter decks that won’t cost you an arm and a leg to upgrade. ST28 definitely belongs into that group, as you’ll be able to upgrade it fairly cheaply. Here’s an example of how an upgraded deck could look like.

This is also a somewhat uncommon occurrence with Starter deck containing two colors. This means, you’re getting a combination of two themes. Yellow cards help manipulate life and trigger powerful effects, while green offers board efficiency. It’s a great option for players who like unique play patterns.

ST27 – Marshall D. Teach

• Release Date: June 6, 2025
• Colors: black
• Leader: Marshall D. Teach

Marshall’s deck is focused on board removal and cost manipulation. It’s a proper control strategy, so if you enjoy these kinda of decks, look no further. Simply remove all key threats from the opponent and prepare for late game inevitability.

As for the deck’s power level; it’s surprisingly high for a Starter deck. Sure, in order to successfully use it in locals, you’ll need to upgrade it (with 10Beard for example), but not as much as some other decks.

All in all, it’s a great choice even as your very first OP deck.

ST26 – Monkey D. Luffy

• Release Date: June 6, 2025
• Colors: purple, black
• Leader: Monkey D. Luffy

Flexible dual-color deck that plays above-rate threats while negating downside effects. Can pivot between ramping into big bodies (purple style) or efficient removal/control (black style).

Yet another deck featuring Luffy, making its seventh appearance. The deck uses two colors, which isn’t that common among the OP Starter decks, though. This makes the deck feel pretty unique and enables some cool play patterns. (Purple ramps you into expensive cards, while black provides excellent removal.)

You’ll be able to play above-rate threats — albeit they do come with some downsides. Thankfully, there are ways to mitigate those, which provides interesting decisions.

Deck is strong enough considering it’s a Starter deck. However, if you want to improve it, be prepared to pay for somewhat expensive cards.

ST25 – Buggy

• Release Date: June 6, 2025
• Colors: blue
• Leader: Buggy

One great thing about Buggy’s Starter deck is that it can be upgraded really cheaply into a fairly viable deck to use at local tournaments.

All you’d need are two copies of this deck, as well as playsets of the following cards:

• OP09-046 Crocodile
• OP09-048 Mihawk
• EB01-027 Mr.1 Daz Bones
• OP03-056 Sanji’s Pilaf (You only need two or three copies of this one.)

Each of these costs less than a dollar on the secondary market. (For the base versions.) This gives you a fairly powerful deck without a big investment. Even if you don’t plan to purchase singles, there are ways to upgrade the deck with just two copies of ST 25.

What’s the deck like? It’s a blue deck that with some combo-like play patters that generates value as the game goes long. If you like drawing cards and slower games, you’ll probably enjoy playing with it.

ST24 – Jewelry Bonney

• Release Date: June 6, 2025
• Colors: green
• Leader: Jewelry Bonney

This deck is a bit of a dissapointment. Sure, there are a few useful cards in the deck, and Bonney is also a cool leader, but overall the deck just isn’t that good right out of the box.

That doesn’t mean that the deck isn’t on par with meta decks — it’s not even on par with other Starter decks. The synergies feel disjointed, cards work mostly on their own, without meaningful support from each other.

For this reason, you should probably pick a different deck, unless you’re looking for specific cards from this deck, and want to upgrade it further (or simply use the cards for another build).

In general, the deck is supposed to be defensive and grindy, planning for the late game. However, the game plan rarely comes together.

ST23 – Shanks

• Release Date: June 6, 2025
• Colors: red
• Leader: Shanks

Red Shanks is probably one of the most playable leaders from One Piece Starter decks. However, its deck can be a bit lacking — most of the support cards are missing. Therefore, the deck probably isn’t ideal if you aren’t prepared to make any upgrades.

Anyhow, you are getting a fun well-rounded red tempo deck. It’s simple to pilot, so still a nice pickup for beginners, particularly if you plan to play against other Starter decks, and not jump right into a cutthroat environment.

ST22 – Ace & Newgate

• Release Date: September 5, 2025
• Colors: blue
• Leader: Ace & Newgate

While Ace & Newgate aren’t meta, this leader duo is still strong enough and fun. You’ll want a couple of decks to maximize its potential, but here’s a great thing about that — the ST22 is one of the cheapest One Piece Starter decks right now, and it still has a lot of very playable cards.

As for the play style, it’s a more controlling deck, that relies on Whitebeard Pirates synergies. You’ll have access to some great card filtering and draw, that’s what makes it a great pickup for players who like to reduce the random factor and make lots of decisions.

Thus, if you like the Whitebeard Pirates theme, you won’t regret purchasing this deck. Even if you decide to rebuild the deck around another blue Leader, you’ll still be able to use some cards from this deck. (Oden and Whitebeard seem particularly useful.)

ST21 – EX Gear 5

• Release Date: March 14, 2025
• Colors: red
• Leader: Monkey D. Luffy

This is a really fun and explosive aggressive deck, which uses Luffy’s DON!!-manipulation to push early pressure. Since this is an EX deck, it’s fairly strong out of the box. If you’re looking for a solid deck with an aggressive strategy, this is possibly one of the best options currently.

As usual with this, if you want to make this into a more competitive deck you’ll need two copies. The best cards in the deck come in twos, but for a full playset you need four of them.

Most of the deck’s value comes from the promo booster and the included alt-art cards.

ST20 – Charlotte Katakuri

• Release Date: October 25, 2024
• Colors: yellow
• Leader: Charlotte Katakuri

[DON!! x1] [When Attacking] Look at up to 1 card from the top of your or your opponent’s Life cards, and place it at the top or bottom of the Life cards. Then, this Leader gains +1000 power during this battle.

Decks ST20-ST15 were released in a big batch in October 2024, with all six colors being represented. Each deck contains a lot of useful reprints, and they all come in a form of a full playset (four cards). There are 3 new cards per deck, with two copies of each one. Plus, the leaders use alternate artwork, then their previous versions.

Anyway, if we move to this specific deck, Charlotte Katakuri is quite a fun leader for beginners, due to its unique play style. The deck also features a new Big Mom card with ST20 Charlotte Linlin, which gives your opponent a couple of bad choices, on top of featuring pretty solid stats.

However, there is a major downside to this leader. Following the OP09 release, it’s going to have a hard time playing against Blackbeard. Now, if you expect to face that deck a lot, you might want to skip buying this deck. On the other hand, you never know how the metagame develops, so you might want to have a couple of these decks on hand, if you’re playing yellow.

ST19 – Smoker

• Release Date: October 25, 2024
• Colors: black
• Leader: Smoker

[DON!! x1] [Activate: Main] [Once Per Turn] Give up to 1 of your opponent’s Characters −1 cost during this turn. Then, if there is a Character with a cost of 0, this Leader gains +1000 power during this turn.

This deck is a great entry point for a beginner that wants to try out the original black strategy. That’s manipulating the cost of the opponent’s cards in order to enable various synergies. It plays kinda similar to the ST06 Absolute Justice deck.

Sure, some upgrades are still needed, as with other One Piece Starter Decks, but this one does contain a lot of good reprints, including cards like Koby and Ice Age, plus the new cards are all playable.

If you don’t mind combining multiple Starter decks together into an even better one, you could pick up two copies of this, and two copies of the aforementioned ST06. This would give you a quite strong starting point, that you could use in your Locals.

Black players who are looking to expand their collections, might also want a couple of ST19 in order to acquire a full playset of Tashigi.

ST18 – Monkey. D. Luffy

• Release Date: October 25, 2024
• Colors: purple
• Leader: Monkey. D. Luffy

[Activate: Main] [Once Per Turn] You may add 1 card from the top of your Life cards to your hand: If you have 0 or 3 or more DON!! cards on your field, add up to 1 DON!! card from your DON!! deck and set it as active.

This deck uses a core of Purple Straw Hats, which will actually age quite solidly into the OP09 set. It contains a lot of great reprints, for example, there’s a full playset of Zoro-Juurou (from OP5).

Additionally, the new card Uso-Hachi is simply amazing. It allows you to rest an opponent’s characters, and is searchable, as it does have the Straw Hat Crew type. Plus, it’s also a 2k counter, which is always welcome. The other two new cards (O-Nami and San-Gorou) are also useful.

However, if you’re looking to play in the competitive scene, this deck is not ideal. It’ll need quite a few expensive cards in order to play optimally, and even then it’s probably not a Tier 1 deck. If you want a competitive Luffy deck, ST10 is a much better option.

On the other hand, if you plan to just play casually or if you want to upgrade your existing Luffy decks, this deck can be a perfectly fine option.

ST17 – Donquixote Doflamingo

• Release Date: October 25, 2024
• Colors: blue
• Leader: Donquixote Doflamingo

[DON!! x2] [When Attacking] ➀ (You may rest the specified number of DON!! cards in your cost area.): Reveal 1 card from the top of your deck. If that card is a {The Seven Warlords of the Sea} type Character card with a cost of 4 or less, you may play that card rested.

This blue deck is simply spectacular, and looks like the best of the six Starter decks released in the October 2024 batch. Does it need upgrades? Sure, but they are all reasonably priced.

Some of the most expensive key pieces include Boa and Jinbei (ST07), but you can get those for a couple of bucks or so. It used to be that Moria and Mihawk from ST03 were the expensive cards, but they are both reprinted here. Neat.

The rest of the needed cards are even cheaper, which means you could end up spending additional $20 and end up with an almost Tier 1 deck. If you want to play competitively, this deck seems like a perfect way to do so. (Just keep in mind that the deck becomes a bit weaker after the OP09 release.)

Typically, you’ll want two copies of this deck, so you’ll own full playsets of the new cards, some of which are extremely good. The same is true if you’re already playing Doflamingo and want to further upgrade your current deck.

ST16 – Uta

• Release Date: October 25, 2024
• Colors: green
• Leader: Uta

[DON!! x1] [When Attacking] [Once Per Turn] Reveal 1 card from the top of your deck and add up to 1 {FILM} type card to your hand. Then, place the rest at the bottom of your deck.

This deck isn’t particularly strong on its own, sadly. However, it’s a really good addition to the ST11 Uta deck.

So, if you are looking for a really strong Uta deck, you could combine two ST11 and a single S16 into a powerful force. Such a deck could hold its own even against the strongest meta decks. A great way to start play in the competitive scene.

Now, if you don’t have the previous Uta deck (ST11), you likely don’t need this one. It simply doesn’t play that well on its own for various reasons, like playing too many event cards.

On the other hand, you might want this deck because it contains reprints of promo cards with new artwork, plus the 9 cost Shanks, which is quite strong. It’s not like there are no reasons to buy this deck, it’s just that it feels more like an upgrade to ST11 than a standalone deck.

ST15 – Edward Newgate

• Release Date: October 25, 2024
• Colors: red
• Leader: Edward Newgate

[End of Your Turn] Add 1 card from the top of your Life cards to your hand.

Edward is a bit weaker than it used to be, but it’s still a pretty fun leader, and some folks are still playing with it nowadays.

While this deck isn’t the most competitive one, it’s still a perfectly fine option for Whitebeard fans, who are just starting out with the game. You’ll get most of the tools you need for a playable deck. There are a few rares missing (5c Marco and 9c Whitebeard), but the other cards are fairly common, and you might even get them from your local community.

As far as the complexity goes, this deck is somewhere in the middle. It’s not the hardest deck to figure out, but neither is it straightforward. You’ll be losing life every turn, so you need to plan your moves carefully.

Now, if you aren’t particularly fond of Edward Newgate, feel free to skip this one, unless you’re specifically interested in some of the new cards, such as Portgas. D. Ace.

ST14 – 3D2Y

• Release Date: August 16, 2024
• Colors: black
• Leader: Monkey. D. Luffy

Monkey. D. Luffy is the most commonly used character as a leader in One Piece Starter decks. This is his fifth overall appearance and second in the black color.

It’s stronger than ST08 Luffy leader, and the deck is also stronger. While it is not one of the most powerful Starter decks, it’s also not a weak one. It sits solidly in tier B. It’s going to struggle against certain decks, but it’s going to excel against others.

Knowing the deck in and out will certainly help you with that, as it does not deploy the most straightforward plan. However, learning and mastering a new strategy can be very fun.

ST13 – The Three Brothers

• Release Date: April 19, 2024
• Colors: yellow
• Leader: Sabo, Portgas. D. Ace, Monkey. D. Luffy

After the success of ST10, a more powerful Starter deck (Ultimate deck) with three leaders (and higher price), that same idea returns with ST13 and The Three Brothers.

Each of the three leaders offers a unique play style, but most importantly they are all fun to play. Which one is the best? It’s hard to say, as players mostly disagree on that. There are pros and cons to each card. Luffy is perhaps the most played one, but fairly easy to counter.

However, they all have quite steep learning curves, so perhaps this is not the best option for complete beginners. Furthermore, the deck can feel a bit clunky at times, but that can be fixed by some card swaps. What’s neat is that most cards needed for upgrading the deck are fairly cheap, so that’s certainly a big plus.

Finally, one more thing about these bigger Starter decks. The box can hold a full deck, even if double sleeved, which is pretty nice and useful. While it’s not the sturdiest, you can still use it for deck storage for quite a while.

ST12 – Zoro and Sanji

• Release Date: March 15, 2024
• Colors: blue, green
• Leader: Roronoa Zoro & Sanji

The iconic duo is the face of this 2-color Starter deck. However, fans of Roronoa Zoro and Sanji might be a bit disappointed by the deck’s power level. While it can be fun, it will struggle, if your opponent is playing a lot of removal. Nevertheless, you can upgrade it and make it better, and it is fun to play against other Starter decks (except the top ones).

The strategy is quite fluid, and the deck can be played in several different ways.

ST11 – Uta

• Release Date: February 2, 2024
• Colors: green
• Leader: Uta

If you want to play a strong green deck, then you’re in luck, because ST11 is widely considered one of the best regular Starter decks currently.

Right out of the box, the deck can already pack a punch and you only need a few additions (such as Nami and Kid) to make it truly competitive. Perfect for anyone who plans to attend tournaments such as Locals.

Is the deck complex? Not that much, honestly. The combos are fairly straightforward. You can draw additional FILM cards with Uta, You can quickly fill the board with multiple characters, thanks to cards like green Dracule Mihawk and Brook. You can finish the game with a well-timed I’m Invincible event.

All things considered, this is perhaps the best overall Starter deck, especially considering its price which is fairly low.

ST10 – The Three Captains

• Release Date: November 10, 2023
• Colors: purple, red
• Leaders: Trafalgar Law, Monkey. D. Luffy, Eustass “Captain Kid”

The tenth Starter deck is something special. It was the first deck that was actually made with competitive play in mind. It is one of the so-called Ultimate decks. (If you’re familiar with Yu-Gi-Oh, it’s more like a Structure than a Starter deck.) Sure, the MSRP is higher, but you get more powerful cards, as well as three different leaders.

This gives you multiple options to really make the deck your own, and use the leader that most fits your play style. Trafalgar Law is my personal favorite, but they all have their pros and cons.

ST09 – Yamato

• Release Date: August 11, 2023
• Colors: yellow
• Leader: Yamato

ST09 and ST08 were released together and they have another thing in common: They’re both among the weaker Starter decks. So, if you’re looking for something powerful, you’d be better off selecting another deck.

But on the flip side, due to the low power level you can get these for extremely low price, and they’re still perfectly fine for beginners to learn the game. If you’re just now considering starting to play One Piece TCG, you might want to get these two. You won’t spend a lot, plus you’ll get a feeling for the game.

Even so there are some useful cards in both of the two decks, but if you’ll want to upgrade them, you’ll probably want to also swap the leader to.

One unfortunate thing about Yamato deck is that yellow cards can be quite expensive, so if you plan to play competitively and not spend too much, there are better options available.

Anyway, the deck’s strategy is quite neat, as it focuses on interesting strategy, that’s present in many TCGs: using your life as a resource. Cards in this deck improves when you’re at only two Life cards left. You can strategically allow your opponent to get you low, then you turn the game around.

So, i f you like making a big comeback, you’ll probably enjoy the Yamato deck, even if it’s not the strongest.

ST08 – Monkey D. Luffy

• Release Date: August 11, 2023
• Colors: black
• Leader: Monkey. D. Luffy

A lot of what was said about ST09 also applies here. If you’ll ever plan to upgrade this deck, you’ll also want to swap its leader. While giving rested don cards to the leader is fine in early game, it’s extremely weak in the late game. You’re better off playing even a generic leader like Smoker over this Luffy.

Anyway, if you’re just planning to learn the game, the deck will do the trick. There are a lot of cards without effects in the deck, but just have good stats for their cost, and they double as counters, so they aren’t useless.

The deck plays on curve, which is good for complete beginners, that don’t want to be overwhelmed by too many decisions. However, there is some play to it, as you can do the mini combos of reducing opponent’s characters costs and them removing them.

Thus, it’s a fine option for players who like controlling and interacting with opponent’s board.

ST07 – Big Mom Pirates

• Release Date: June 30, 2023
• Colors: yellow
• Leader: Charlotte Linlin

ST07 was the first yellow Starter deck, and featured plenty of strong cards, such as 7c Charlotte Linlin, 4c Katakuri, and Brulee. These are still useful nowadays, and the deck is very fun to play.

You get access to that typical yellow life manipulation, which can be quite skill-testing strategy. Your leader allows you to get additional Life cards, which can help you stabilize against aggressive decks.

Of course, what we mentioned about Yamato Stater deck, also applies here. Best yellow cards tend to be somewhat expensive, so upgrading might not come cheap.

Nevertheless, if you’re looking for a strong yellow Starter deck, this is an amazing option. At some point, it used to be quite expensive, but thanks to the reprints, its price is now pretty normal.

ST06 – Absolute Justice

• Release Date: March 10, 2023
• Colors: black
• Leader: Sakazuki

The first black Starter deck used to be fairly competitive. Even nowadays, it’s still a fine choice, but there is a real downside to it.

It uses quite a lot of higher cost cards, which can be fun when everything works, but in a lot of scenarios, you’ll find yourself wanting some cheaper cards that you could play early. Thankfully, this can quickly be improved by some budget upgrades.

As far as the game play goes, it does what you would expect from a black deck. It reduces the costs of opponent’s Characters and uses other cards that benefit from that.

ST05 – One Piece Film Edition

• Release Date: February 3, 2023
• Colors: purple
• Leader: Shanks

Purple Shanks leader is a weird card. While it’s not exactly bad, it does lack some support, but that might change in the future.

Its deck can be played as is against the other Starter decks. However, against the more optimized decks, it might struggle, even with some upgrades. Thus, it’s most commonly bought for FILM Doffy or a handful of other useful purple cards.

However, the deck can be quite fun to play with the purple play patterns of playing expensive cards ahead of schedule. If you want to familiarize yourself with the purple’s play style, this can certainly be a perfectly fine purchase.

ST04 – Animal Kingdom Pirates

• Release Date: December 2, 2022
• Color: purple
• Leader: Kaido

Aminal Kingdom Pirates is a great Starter deck, as far as the overall power level goes. For example, it contains two copies of Queen, which can be quite a pricey card, even though it’s a common. It shouldn’t be a big surprise that it sees a lot of play in various purple decks.

ST03 – The Seven Warlords of the Sea

• Release Date: December 2, 2022
• Color: blue
• Leader: Crocodile

The Seven Warlord of the Sea is a pretty fine Starter deck, as it contains quite a few playable cards. You’ll play a sort of a tempo play style by returning opposing Characters to the owner’s hands, while developing your board.

ST02 – Worst Generation

• Release Date: December 2, 2022
• Color: green
• Leader: Eustass “Captain” Kid

The deck Worst Generation is quite aptly named, as most cards don’t see much play nowadays. While it used to be consider one of the best early on, as you only need one copy to get all the cards you needed, it’s since been overshadowed by other green cards.

If you’re looking for a strong green Starter deck, ST11 Uta is a significantly better choice. (And also one of the reasons why this deck became worse.)

However, if you’re just looking for a cheap green deck, this does fit the bill, and it can be fun to play, if you enjoy green’s strategy.

ST01 – Straw Hat Crew

• Release Date: December 2, 2022
• Color: red
• Leader: Monkey. D. Luffy

The honor of being the face of the first One Piece Starter deck belongs to no other than Monkey. D. Luffy. The deck consists of red cards, which means that this is an aggro deck. Thus, its most well know for its powerful early game, and quickly pressuring the opponent.

Of course, the longer the game goes, the weaker your deck becomes. Thus, you really want to finish the game quickly with this one.

Like many of the other early decks, ST01 used to be quite pricey, due to the short print run combined with the large demand. Thankfully, there was a large reprint not so long ago, and you can now purchase this deck for a fairly low price.

This is amazing, since Starter decks are meant to introduce new players to the game. There’s a big difference how many players will try the game if Starter decks cost 15 or 50 dollars.

Interestingly enough, a completely red Standard deck did not reappear for a long time. The next deck with only red cards is ST18 with Edward Newgate.
