These are uniquely numbered rares and mythics that can only be opened in Ravnica Remastered Collector boosters. Those cards use retro frame and special, so-called double rainbow foiling. There are 64 different cards, each one printed 500 times.

The odds of opening one aren’t that great. On average, only one in a hundred boosters contains a serialized card. So, you only have a 1% chance of cracking a serialized card in a single Ravnica Remastered Collector booster.

Each different version of a card gets 500 copies, each one is uniquely numbered.
Since there are 64 cards, with 500 copies each, this means that there are exactly 32,000 serialized cards printed.
It’s hard to be sure early one, but the most likely candidates are the shock lands. Especially, the ones with significant numbers such as 1/500 or 500/500.
The only product in which might contain a serialized card is a Ravnica Remastered Collector booster.
Those odds are 1% per booster. Thus, if you open a whole booster box, which contains 12 boosters, the odds of opening a serialized cards are 12% per box.
